Transportation insurance professionals rarely suffer from a complete lack of motor carrier information. Often, the opposite is true. There is a lot of information available.
Carrier identification and operating information. Inspections. Violations. Out-of-service activity. Crash information. Historical records. Internal account information. Claims documentation. Telematics or ELD data. Previous reviews and notes.
The challenge is that the information may live in different places. And every time someone needs to understand a carrier, they have to assemble the pieces again.
That's where an overlooked cost begins to appear.
Fragmented data creates work between the information and the decision.
The problem isn't always missing data
When organizations talk about a data problem, the assumption is often "We don't have the information we need." But there's another version: "We have the information. We just don't have it together."
Even public FMCSA carrier information illustrates how many different types of data may be involved in understanding a motor carrier. FMCSA's Open Data Program separates information for entities with USDOT numbers into Company Census, Crash, and Inspection data groups. The Company Census data includes identifying information, business operations, equipment, and driver information. Inspection files contain information from state and federal inspection actions, while crash files contain information reported from commercial motor vehicle crashes.
SAFER's Company Snapshot provides another useful view, condensing carrier identification, size, commodity, safety rating if one exists, roadside OOS inspection summaries, and crash information into a carrier-level record.
Then an insurance organization may have its own information about that same carrier.
The issue isn't whether each source has value. It's what happens when someone has to manually assemble the relevant information every time a business question needs to be answered.
Every manual lookup adds friction
Imagine an underwriter beginning a carrier review. The workflow might require someone to identify the correct carrier, confirm the USDOT number, review current carrier information, examine inspection activity, review violations and OOS information, look at crash information, search for relevant historical changes, review internal account information, compare what was found, and then document the findings somewhere else.
None of those individual tasks necessarily sounds burdensome. The hidden cost comes from repetition.
Do it for one carrier, and it's a workflow. Do it across hundreds or thousands of carrier reviews, and the manual steps compound. Then do similar research again for safety, claims, risk management, or renewal.
The cost isn't simply the number of browser tabs opened. It's the work required to repeatedly turn disconnected information into usable context.
Fragmentation makes consistent comparison harder
There is another problem beyond efficiency. When information has to be assembled manually, the review itself can vary.
One person may check five sources. Another may check seven. One person may compare historical activity. Another may focus primarily on the current snapshot. One may document findings thoroughly. Another may leave important context in notes that the next person never sees.
Now the organization doesn't only have fragmented data. It may also have a fragmented review process.
That can make it harder to:
- Compare carriers consistently
- Repeat the same evaluation process
- Understand why a previous decision was made
- Identify what has changed
- Document follow-up
- Transfer the carrier to another team
Consistency is harder when every review requires someone to rebuild the picture from scratch.

What information is relevant to a particular loss and time period?
Those teams aren't necessarily asking the same questions. But they may be working with overlapping information. That creates an important operational question: when the carrier moves between workflows, does the context move with it?
If the answer is no, the next person may begin another round of research. They find the carrier again. They reconstruct the information again. They create another set of notes.
The organization can end up paying repeatedly, in staff time and lost context, for information it has already reviewed.
The external data can change while the internal picture stays still
There's another reason fragmentation matters: carrier information changes.
FMCSA says its Company Census, Crash, and Inspection datasets are updated daily from a database approximately 24 hours old. The agency also cautions that its datasets represent snapshots at the time they are generated because the underlying information is constantly changing. SAFER's Company Snapshot is updated daily, with inspection and crash activity counts updated weekly.
But an internal spreadsheet created three months ago doesn't automatically update because the underlying carrier changed. A review completed at the beginning of a policy period doesn't automatically tell someone what changed afterward.
That can produce a gap between the current external information and the organization's internal understanding. The original research wasn't necessarily wrong. Time passed.
Bringing information together doesn't mean reducing it to one score
The answer to fragmentation isn't necessarily to collapse everything into a single number. That can create a different problem.
Carrier information has context. A violation means something different from a fleet-size change. Crash involvement means something different from an OOS event. An inspection means something different from an internal claims note.
Even within SAFER, FMCSA presents inspection counts, OOS information, crashes, carrier characteristics, and other information as distinct elements rather than treating every field as interchangeable.
Bringing information together should make it easier to:
- See relevant information
- Compare it
- Understand historical context
- Identify changes
- Document findings
- Determine what deserves further review
It shouldn't erase the distinctions between the underlying information.
Centralizing information should preserve context, not erase it.
From Fragmented Research to Connected Intelligence
Consider the difference between two approaches. The objective isn't to eliminate the underlying data sources — those sources remain important. The objective is to reduce unnecessary work between the source and the person trying to use the information.
Fragmented
Multiple sources → repeated lookups → manual comparison → separate documentation → context can be lost between teams.
Connected
Relevant information together → more consistent review → historical context → ongoing visibility → clearer handoffs and follow-up.
The goal isn't to eliminate the individual data sources. It's to eliminate unnecessary work between those sources and the people who need to use them.
